"What a waste"

I recieved a leaflet giving details of how i could obtain a blue and brown wheelie bin. I e-mailed the contact address to ask for my recycling bins to be delivered giving all necessary details, i was informed that they would be delivered within 8 weeks, that was the begining of February. I have emailed on a number of occassions but no reply. I would like to recycle my rubbish but once again barriers are put up to prevent this happening. Perhaps they can not afford to give out recycling bins to concil tax payers because they need the money to pay for the mayors banquet next week. I wonder if they will have recycling bins for all the waste and left overs. .
